Continue to the crest of Cerro Santa Ana, a hilltop rising above the charming and recently restored district of Las Peñas, one of the city's oldest neighborhoods. The area's 16th century cobblestone streets and refurbished buildings, cheerfully painted in bright colors, belie a time when raids by pirates where frequent.
